Commonwealth Engineering and Construction, LLC, is a full-service engineering, procurement and construction management (EPCM) company based in Houston, Texas. Commonwealth fills the gap between large firms and local, specialty engineering companies.  We specialize in complex, process-intensive and schedule-driven projects in the hydrocarbon processing and energy industries including refining, oil and gas processing, pipelines and terminals, petrochemical, chemical and power plants.

  
Commonwealth provides a full range of project services for the midstream market from conceptual studies through detailed engineering and procurement to full EPCM responsibility.   In addition, we can provide engineering and design personnel on a contract basis for all types of midstream energy projects to supplement our clients’ needs.  Commonwealth has been involved in various stages of design, procurement, and construction of compressor and pump stations covering a wide range of operating conditions.  Recent projects include the following:
 
Crude Oil Pipeline Stations
Challenge: Multiple stations at various sites worked in parallel to meet a 15-month schedule – engineering thru startup. 
Solution: Commonwealth and construction contractor teamed to develop an aggressive EPC schedule assuring client that operational readiness dates would be met.  Commonwealth prioritized deliverables based on construction needs.  The engineering work process was modified to allow for early mobilization of construction and parallel engineering.
 

Terminal Tank Expansion
Challenge: The project entailed obtaining permits and completing detail design for expanding a terminal located in the Pacific Northwest with 3 additional internal floating roof tanks.  The project had an aggressive schedule and was in a location with strict permitting requirements and limited space.
Solution: Commonwealth partnered with AECOM to identify and develop the project’s permitting deliverables and obtain the project’s permits on schedule.  Due to the limited space at the site, Commonwealth utilized laser scan surveys to incorporate the existing facility into the 3D model during detail design.  Detail design was completed shortly after approval of permits supporting our client’s aggressive schedule objective
